Urges the legislative council to assign the topic of loans to Indiana small businesses to an appropriate committee for study

Requires study of availability, amounts, and types of loans offered by regulated financial institutions, nontraditional lenders, and online lenders to Indiana small businesses

Directs study committee to examine whether Indiana law should be amended to address predatory lending, including appropriate loan amounts, finance charges, and terms and conditions for small business loans

Authorizes study committee to consult with the department of financial institutions, lenders, Indiana small business owners and advocates, regulators in other states, and other interested parties during its investigation
