Recognizes Sam Maggard for administering CPR to Jean Ann Harcourt after her heart stopped on January 6, 2017, in Milroy, potentially saving her life.

Documents that Harcourt was transported to Rush Memorial Hospital and then by helicopter to St. Vincent Heart Center in Indianapolis, where medical professionals credited Maggard's quick CPR with saving her life.

Establishes that CPR, if performed within the first few minutes of cardiac arrest, can double or triple a person's chance of survival, and notes more than 350,000 out-of-hospital cardiac arrests occur annually in the United States with nearly 90 percent being fatal.

Encourages all Hoosiers regardless of age to learn proper CPR administration techniques.

Directs the Principal Clerk of the House of Representatives to transmit a copy of the resolution to the families of Sam Maggard and Jean Ann Harcourt.
