Requires state and local law enforcement agencies that install recording systems in patrol cars to adopt a policy meeting minimum requirements outlined in the bill.

Recording systems must be activated and recording must begin when an officer determines a traffic stop is necessary or when emergency lights are activated.

Recording of a traffic stop must continue until the stop is completed and either the subject or officer has left the scene.

Allows officers to delay activation if an immediate threat to their life or safety makes activation impossible or dangerous, requiring activation at the first reasonable opportunity.

Policy must include procedures for handling malfunctioning recording systems and require officers to document reasons why any traffic stop was not recorded or was not fully recorded.
