Amends IC 2-3-10 to create a new chapter authorizing handgun possession by specified individuals at the state capitol building and complex, effective July 1, 2017.

Permits members of the general assembly who possess a valid Indiana handgun license and are otherwise legally permitted to possess a handgun to carry handguns within the state capitol building and on state capitol complex property.

Permits professional staff of the general assembly (permanent full-time employees of the house, senate, or legislative services agency) to carry handguns at the capitol building and complex, subject to governing authority rules and personnel policies.

Defines "professional staff" as employees whose primary function includes constituent communication, legislative analysis, document preparation, administrative services, or technology support, as well as officers and supervisory personnel in these roles.

Establishes governing authorities (Speaker of the House, President Pro Tempore of the Senate, or Legislative Council) responsible for setting rules and policies governing handgun possession by their respective staff members.
