SB 67 Summary

• Public and municipally owned electric and natural gas utilities must submit annual reports to the Indiana Utility Regulatory Commission (IURC) containing data on customer and low-income customer accounts.

• Required report data includes account numbers, billing amounts, delinquency statistics (60-90 days and over 90 days), disconnection notices, service disconnections and restorations, payment plans, budget billing arrangements, and uncollectible accounts for both regular and low-income customers.

• All reported information must be provided in aggregate form that does not identify individual customers, and utilities cannot be required to disclose confidential and proprietary business information without adequate protection.

• The IURC may adopt rules and emergency rules to implement these reporting requirements, with rules taking effect no later than January 1, 2018.

• Beginning in 2018, the IURC must annually compile and summarize utility-reported information in its annual report to the interim study committee on energy, utilities, and telecommunications.
