Senate Enrolled Act No. 156 Summary

• Amends Indiana Code IC 12-23-18-8 effective July 1, 2017 to expand opioid treatment program reporting requirements to the division, including medications dispensed, patient demographics, prescriber ratios, treatment outcomes, and INSPECT protocol policies.

• Requires opioid treatment programs to report 25 specific data points annually, including admission/discharge numbers, relapse rates, employment status, Medicaid eligibility, behavioral health services provided, and patient outcomes related to illegal substance use elimination.

• Mandates annual division reports to the legislative council by October 1 containing all collected opioid treatment program information in electronic format.

• Requires the office of the secretary of family and social services to submit a comprehensive plan to the legislative council by January 1, 2018 detailing available inpatient and residential detoxification beds, state-owned buildings suitable for conversion, and feasibility of using hospital beds for treatment services.

• Directs the plan to identify licensure, regulatory, and statutory barriers to using hospital and health care facility beds, and to propose payment and reimbursement methods for detoxification and treatment services.
