Amends IC 16-20-2-7 regarding local board of health member appointments, effective July 1, 2017.

Removes the population category for counties with more than 300,000 but less than 400,000 residents from the general appointment process in subsection (b).

Creates a specific appointment process for counties with 300,000-400,000 population: the most populous city executive appoints 3 members and the county executive appoints 4 members.

Applies proportional appointment rules based on city population to counties with 175,000-185,000 and 71,000-75,000 residents, where second class city executives make appointments proportional to their city's population.

County executives appoint remaining board members not appointed by city executives in all applicable counties.
