Establishes a 16-member career readiness improvement committee to study Indiana's public higher education system and feasibility of creating a fifth year of high school for vocational and workforce training certificates.

Committee must submit a final report with recommendations to the governor and general assembly by December 1, 2019, addressing the regional campus system, workforce development needs, and partnership feasibility among Ivy Tech Community College, Vincennes University, the state board, department of education, and local school corporations.

Committee composition includes the commissioner of higher education (vice chairperson), superintendent of public instruction (chairperson), commissioner of workforce development, representatives from state educational institutions, organized labor, the Indiana Chamber of Commerce, Indiana Manufacturers Association, and two local school corporation representatives appointed by legislative leadership.

Committee must meet at least four times annually, requires a nine-member quorum for all actions including final reports, and members receive minimum per diem and travel reimbursement.

The section expires December 31, 2019, with an emergency declaration included for the act.
