Amends IC 22-9-1 and IC 22-9-2-11 to add sexual orientation, gender identity, veteran status, and ancestry to the list of protected classes in Indiana's civil rights law, joining existing protections for race, religion, color, sex, disability, and national origin.

Defines "gender identity" as a gender-related identity, appearance, expression, or behavior whether or not it differs from that traditionally associated with a person's assigned sex at birth, and "sexual orientation" as actual or perceived bisexuality, heterosexuality, or homosexuality.

Extends civil rights protections to employment, education, public accommodations, housing, real estate transactions, and credit extensions, declaring all discriminatory practices in these areas unlawful unless specifically exempted by statute.

Requires the Civil Rights Commission to investigate complaints of discrimination based on the newly protected classes and empowers the commission to issue cease and desist orders and require affirmative action to remedy unlawful discrimination.

Establishes a 180-day filing deadline for complaints and requires state and local government contracts to include provisions prohibiting discrimination by contractors and subcontractors based on sexual orientation, gender identity, disability, national origin, veteran status, or ancestry.
