Honors Richard Gordon Hatcher on the 50th anniversary of his election as Mayor of Gary, inaugurated in 1968.

Recognizes Hatcher as one of the first elected African-American mayors of a United States metropolitan city and the first in Indiana.

Acknowledges his career as a civil rights spokesman, deputy prosecutor for Lake County, Gary City Council member, and first freshman elected president of the City Council.

Notes his service to the Democratic Party at all levels, including membership on the National Committee and vice chairman of the Democratic National Committee, plus his academic positions at Harvard, Roosevelt University, Valparaiso University, Cambridge University, and Indiana University-Northwest.

Directs the Secretary of the Senate to transmit a copy of the resolution to Richard Gordon Hatcher.
