Congratulates Phillip Rogers on his retirement from the Anderson Fire Department after 35 years of service to Madison County

Recognizes Rogers applied to the fire department cadet program in October 1981 and became a firefighter

Acknowledges Rogers became a paramedic in the late 1980s and achieved three historic firsts: first African-American paramedic, first African-American fire department chief in Madison County, and first paramedic appointed Chief of the Anderson Fire Department

Credits Rogers with initiating training programs including the regional Fire Training Center on Martin Luther King Boulevard, which lowered Anderson's fire rating and reduced business insurance costs

Directs the Secretary of the Senate to transmit a copy of the resolution to Phillip Rogers
