Affirms Indiana Senate support for the U.S. state-based system of insurance regulation and opposes recent federal encroachment on insurance regulatory authority.

Expresses concern that federal agencies including the Federal Reserve and Treasury have intruded into state-based insurance regulatory issues through interactions with international organizations without Congressional authorization.

Objects to federal agencies taking positions during international negotiations that differ from or contradict state positions, thereby weakening states' voices in global insurance policy discussions.

Calls for transparency and open deliberations as requirements for any international dialogues impacting the U.S. state-based insurance regulatory system.

Directs the Secretary of the Senate to transmit the resolution to federal and state legislative leaders, banking and financial services committee members, federal and state insurance regulators, the Financial Stability Board, the International Association of Insurance Supervisors, the Federal Insurance Office, Treasury Department, Federal Reserve Board, and other interested parties.
