Urges the legislative council to assign school district financial condition analysis and monitoring to an appropriate study committee.

Study committee shall examine establishing a state agency program to annually analyze and monitor school district financial condition measures, benchmark trends, and assist districts experiencing fiscal stress.

Committee shall test generally accepted financial condition measures on a select group of Indiana school districts.

Committee shall examine how school district financial conditions are influenced by school funding formula features, assessed values, property tax collection rates, physical plant conditions, charter schools, property tax caps, Pool 5 personal property, choice scholarships, and transportation issues.
