Requires drivers to use hands-free or voice-operated technology when placing or receiving telephone calls on telecommunications devices while operating a moving motor vehicle, with an exception for 911 emergency calls.

Adds telephone calls to existing prohibitions on typing, transmitting, and reading text or electronic mail messages while driving.

Defines "telecommunications device" to include wireless telephones, personal digital assistants, pagers, text messaging devices, and functional equivalents or successors to these devices.

Exempts amateur radio equipment operated by FCC-licensed amateur radio operators and communications systems installed in commercial motor vehicles weighing more than 10,000 pounds from the definition.

Restricts police officers from confiscating telecommunications devices, retaining them as evidence, or extracting information from them for violations of this section without consent, probable cause of a crime, a valid search warrant, or other legal authorization.
