IN HB1014

Establishes a nine-member redistricting commission composed of four members appointed by legislative leaders and four members selected by nominating authorities (universities and chief justice), with a ninth chair member appointed by the eight commissioners to draw general assembly and congressional districts.

Commission members must be Indiana residents and cannot have held political office, served as a candidate, or worked as a lobbyist or political operative within six years before appointment; members are prohibited from fundraising or campaigning until plans are adopted.

Requires the general assembly to convene and enact redistricting plans for house districts (100), senate districts (50), and congressional districts before October 1 of redistricting years, with plans subject to population limits, contiguity, compactness, and Voting Rights Act compliance standards.

If the general assembly rejects the commission's recommended plan, it must provide written reasons within two days, and the commission has 15 days to submit a second plan for consideration without amendment except for technical changes.

Repeals the existing congressional redistricting commission law and amends election petition requirements to reference the new redistricting framework effective July 1, 2018.
