St. Joseph River basin commission. Amends the law concerning the St. Joseph River basin commission (commission). Provides that the commission includes the county surveyor of each participating county and a representative of each soil and water conservation district that includes territory in a county participating in the commission and territory in the river basin. Eliminates from the commission the member of a soil and water conservation district appointed by the governor. Repeals the commission's statutory quorum requirement.
