Establishes Distinguished Flying Cross license plates for Indiana residents who have been awarded the Distinguished Flying Cross military decoration, effective July 1, 2018.

Requires applicants to complete an application and present a DD 214 or DD 215 record to the bureau to qualify for the license plate.

Exempts vehicles displaying the Distinguished Flying Cross license plate from parking fees and penalties in metered spaces, excluding areas where parking is prohibited by local ordinances or state order.

Creates a Class C misdemeanor offense for individuals who falsely claim eligibility for the license plate or own a vehicle bearing the plate while knowing they are ineligible.

Allows the bureau to modify the license plate design for individuals who are both Distinguished Flying Cross recipients and eligible for disability parking placards or registration plates.
