Indiana House of Representatives urges the President, Vice President, and Indiana members of Congress to instruct the EPA to remove Lake and Porter counties from the Chicago Nonattainment Area and eliminate motor vehicle inspection and maintenance (I/M) program requirements in those counties

Lake and Porter counties were designated as nonattainment areas under the Clean Air Act Amendments of 1990 based on ground-level ozone standards and required to implement I/M programs to ensure vehicle emission control systems function properly

Citizens of Lake and Porter counties bear testing and remediation costs under the I/M program despite thousands of out-of-state vehicles passing through daily on Interstate Highways 80/90, 94, and 65 without submitting to the program

Under 2015 ozone standards, nine monitors within the Chicago Nonattainment Area exceed the standard, but none are located in Indiana, yet Lake and Porter counties are linked to this area based on violations in northeast Illinois and southeast Wisconsin

Resolution directs the Principal Clerk to transmit copies to federal officials including the EPA Administrator and Indiana congressional representatives
