Requires evaluation of value-based payment models versus volume-based, fee-for-service models, including identification of incentives to enhance competition and reduce costs.

Mandates assessment of policies for accurate cost measurement and patient awareness of outcomes and pricing, including information technology advances to improve measurement structures and costing systems.

Requires examination of mental health care payment infrastructure and evaluation of gaps in addressing improved outcomes, diagnostics, and innovative practices.
