Establishes that early intervention for first episode psychosis can reduce illness and restore adaptive functioning more effectively than usual treatment.

Notes young people often experience a one to three year delay in receiving treatment for early psychosis.

Directs the study committee to examine availability, outcomes, costs, and cost savings of early psychosis treatment programs including coordinated specialty care.

Requires the committee to study the prevalence and impact of psychosis among youth and young adults in Indiana communities with localized prevalence data, and strategies to increase availability of evidence-based early psychosis treatment programs.
