Establishes a 14-member host committee to plan and solicit funding for the 2020 National Conference of State Legislatures (NCSL) Legislative Summit in Indianapolis, with bipartisan appointments from legislative leaders

Exempts transactions directly related to the summit from state gross retail tax, Marion County innkeeper's tax, and food and beverage tax when made by the host committee, legislative bodies, NCSL, or event sponsors

Grants the host committee authority to receive gifts and contributions, enter contracts, and designate NCSL as its fiscal agent, while exempting it from standard state purchasing requirements

Declares host committee records confidential and extends tort claim act protections to the committee, its members, and state coordinator

Takes effect immediately upon passage and expires January 1, 2021
