Redistricting commission. Establishes a redistricting commission (commission) to create, hold hearings on, take public comment about, and recommend plans to redraw general assembly districts and congressional districts. Establishes the redistricting commission nominating committee (committee) to receive applications from and evaluate applicants to fill the five remaining positions on the commission. Provides for selection of those five commission members from pools of applicants selected by the committee.
