Seed commissioner rulemaking. Provides that the state seed commissioner (seed commissioner) shall adopt rules to add the following to the list of restricted noxious weed seeds: (1) Palmer amaranth. (2) Waterhemp. (3) Any pigweed seed. (4) Any Amaranth seed. Specifies that Amaranthus seeds sold for certain purposes are excluded from the seed commissioner's rulemaking.
