Cynthia S. Brinker graduated with a Bachelor of Arts in Psychology from DePauw University in 1973.

Began working at the University of Southern Indiana in May 1979 as Director of Human Relations and served in that role until 1991, overseeing personnel functions and implementation of the Affirmative Action Plan.

Transitioned into governmental roles from 1991 onward, including Assistant Vice President of Business Affairs, Vice President for Government and University Relations, and Chief Legislative Liaison, representing USI's interests at federal, state, and local levels.

Held responsibilities for biennial budget requests, safety and security, human resources, marketing, web services, special events, publishing services, and alumni relations; chaired Indiana's Presidential Inauguration Board in 2009 and held leadership positions in human resources professional associations.

The Indiana General Assembly honors her retirement after 39 years of service to USI students, faculty, the Evansville community, and the state of Indiana; the Secretary of the Senate shall transmit a copy of the resolution to her.
