Recognizes Bowen's service as Marshall County Coroner, Indiana State Representative for fourteen years, and Speaker of the House of Representatives from 1969 through 1972

Acknowledges Bowen's service as Governor of Indiana from 1973 through 1981 and subsequent appointment by President Ronald Reagan as the first physician to serve as Secretary of Health and Human Services, serving through the end of Reagan's second term in 1989

Notes Bowen's medical career as clinical professor of family medicine at Indiana University and his rural medical practice in Bremen, where he delivered over 3,000 babies

Directs the Secretary of the Senate to transmit copies of the resolution to the Board of Commissioners of Marshall County and members of the Bowen Family
