Julian L. Ridlen was born February 4, 1940 in Decatur, Illinois and earned a Juris Doctorate from George Washington University Law School.

Served as City Court Judge (1971, 1975), State Treasurer (1978, 1982) where he negotiated Indiana's loan to Chrysler Corporation and created the Indiana Bond Bank, and as Cass Circuit Court Judge for two terms followed by ten years as Senior Judge.

Taught Indiana History at Indiana University Kokomo, Anderson University, University of Indianapolis, and IUPUI; contributed to Encyclopedia of Indianapolis and 2010 publication on Indiana Supreme Court justices; authored articles on President Benjamin Harrison.

Served in leadership roles with Cass County Historical Society, Red Cross Board, Youth Service Bureau, U.S. Bicentennial Committee, and United Fund; was an Elder and Sunday School teacher at Calvary Presbyterian Church.
