Counties, cities, and towns may adopt a resolution to hold a referendum allowing voters to approve a property tax levy for a local operating fund

Referendum-approved tax levies cannot exceed 8 years, though they may be reimposed or extended through subsequent referendums

Requires majority voter approval; if a referendum fails, another cannot be held for 700 days (or 350 days with a petition signed by 500 persons or 5% of registered voters)

Units may not simultaneously impose more than one additional referendum tax levy approved in a subsequent referendum in the same calendar year

Prohibits local governments from using public funds, facilities, or employees to promote a position on the referendum, though elected officials may personally advocate for or against it
