Amends IC 6-1.1-20.3-4 to change the composition of Indiana's distressed unit appeal board, effective July 1, 2019

Removes the alternating one-year term structure for minority party legislative members, which previously rotated House minority appointments in even-numbered years and Senate minority appointments in odd-numbered years

Establishes permanent nonvoting seats for both a House member appointed by the minority leader and a Senate member appointed by the minority leader, serving concurrently rather than in alternating years

Retains existing board membership including the OMB director (chair), commissioner of local government finance, state examiner, state superintendent, a governor appointee, and majority-appointed legislative members
