Requires the state lottery commission, in collaboration with a vendor contracted for a major procurement, to design or designate a scratch off game to benefit Indiana veterans. Distributes an amount equal to the surplus revenue received from the scratch off game equally to: (1) the Indiana department of veterans' affairs to make grants to provide services to veterans; and (2) county treasurers of counties operating veterans' courts.
