Designates September 1-7, 2019, as Natural Disaster Resiliency Week in Indiana to raise public awareness about pre-disaster mitigation planning.

Notes that natural disasters have cost the country more than $1 trillion since 1908 and that 25 percent of small businesses impacted by disasters never reopen.

Cites a FEMA-commissioned study showing that every $1 spent on hazard mitigation provides $6 in future benefits to the nation.

Recognizes the Pre-Disaster Mitigation Grant Program administered by FEMA and the Disaster Recovery Reform Act as tools for states and communities to implement pre-disaster mitigation measures.

Directs the Principal Clerk of the House of Representatives to transmit a copy of the resolution to State Representative Matthew Lehman for distribution.
