Designates the membership of the council. Specifies the duties of the council. Requires the IEDC to report to the council and the council to meet at least twice each year to hear the IEDC's reports. Requires the council to submit an annual report to the legislative council. Specifies that the IEDC may not refuse to provide assistance or information to an individual or entity with regard to small business development because of the individual's or entity's income or other compensation, credit history, credit score, employment history, or criminal history.
