Creates new criminal offense of "critical infrastructure facility trespass" as a Level 6 felony for knowingly entering critical infrastructure property without permission from the owner or authorized person.

Creates new criminal offense of "critical infrastructure facility mischief" as a Level 5 felony for recklessly, knowingly, or intentionally damaging or defacing critical infrastructure property, elevated to Level 4 felony if damages exceed $50,000 or cause substantial service interruption.

Expands definition of protected facilities beyond the repealed "key facility" term to include 18 categories: chemical plants, refineries, steelmaking facilities, aluminum manufacturing, electric utilities, water treatment, natural gas facilities, fuel storage, transportation facilities, pulp/paper mills, pharmaceutical plants, hazardous waste facilities, oil/gas pipelines, communications facilities, dams, and federally-regulated chemical sites.

Establishes fines up to $100,000 for conspiracy to commit critical infrastructure offenses and allows civil liability for persons who compensate or provide consideration to someone committing these offenses.

Exempts conduct protected under the U.S. and Indiana Constitutions, the National Labor Relations Act, Railway Labor Act, Indiana labor law (IC 22-7), and collective bargaining agreements.
