Establishes an additional professional sports development area in Marion County (Indianapolis) to finance a multipurpose soccer stadium and related facilities through captured state and local tax revenues

Caps state revenue capture at $11 million per year for 32 consecutive years beginning July 1, 2020, with the tax area terminating no later than December 1, 2052

Authorizes the county convention and recreational facilities authority to issue bonds with terms up to 40 years, payable from lease rentals, to fund property acquisition, stadium construction, and related infrastructure

Requires the tax area to be established before July 1, 2021, with budget agency approval, and mandates a written agreement between the capital improvement board and any sublessee before bonds can be issued

Sets participation goals for capital improvement contracts: 15% minority business enterprises, 8% women's business enterprises, and 3% veteran or disabled business enterprises
