Establishes a hospital certificate of need program administered by the Indiana State Department of Health, effective July 1, 2019, requiring approval before new hospital construction projects can begin

Applies to hospital construction projects costing at least $10 million and ambulatory outpatient surgical centers costing at least $3 million; excludes modifications to existing facilities, federal hospitals, and projects begun before July 1, 2019

Requires the state department to evaluate community need based on population, existing hospitals serving the same area, shortage of hospital services, projected facility size, and impact on health care costs

State department must approve or deny completed applications within 90 days, with denied applications subject to administrative review under IC 4-21.5

Requires owners of covered projects to hold at least two public hearings within 10 miles of the construction site, with notice published at least 10 days in advance
