Amends Indiana Code 22-11-14-10.5 to expand local government authority to regulate both consumer fireworks and additional items listed in section 8(a) of the fireworks chapter

Reduces the protected dates around July 4th when local ordinances cannot restrict fireworks use from 9 days (June 29 through July 9) to 4 days (July 3, July 4, July 5, and New Year's Eve/Day)

Removes the provision that local fireworks ordinances may not be more lenient than state agency rules

Maintains protected fireworks use hours: 5:00 p.m. to two hours after sunset on July 3 and July 5; 10:00 a.m. to midnight on July 4; and 10:00 a.m. December 31 to 1:00 a.m. January 1

Declares an emergency for immediate effect upon passage
