Urges the legislative council to assign an interim study committee to examine climate impacts documented in the Indiana Climate Change Impacts Assessment (INCCIA) led by Purdue University and recommend public policy actions

Calls for creation of a 13-member climate change task force including 4 senators, 4 representatives, 2 electric utility policy experts, and members from Purdue's Climate Research Center, IU's Environmental Resiliency Institute, and a renewable energy expert

Requires the study committee or task force to deliver a report by December 1, 2020, with recommendations on renewable energy targets, adaptation measures, agricultural sector impacts, clean energy manufacturing, zero emission vehicles, waste reduction, and climate resilient infrastructure

Commits the House of Representatives to developing and passing legislation based on the study committee's recommendations in the session following the report's delivery

Commits the House to integrating science-based climate change impact assessments into future consideration of legislative proposals
