IN HB1012

Establishes the Home and Community Based Services Waiver Waiting List Assistance Fund, funded by unexpended Medicaid waiver appropriations that would otherwise revert to the general fund, to provide individuals on waiting lists with caregiver training, assistive technology, respite care, and crisis prevention supports.

Requires the Office of the Secretary of Family and Social Services to provide waiver recipients with monthly statements showing state payments for services and reasons for any service denials, beginning January 1, 2027.

Mandates annual audits of small waiver service providers (serving fewer than 10 recipients) starting July 1, 2028, with audits of previously unaudited or outdated-audit providers required by July 1, 2028.

Requires the office to annually publish waiver funding data, provider billing amounts, and comparative provider quality measures, and to redesign the provider list to be publicly searchable with credentialing and performance information by January 1, 2027.

Requires Medicaid ineligibility notices to state specific reasons for denial in plain language and identify all bank accounts reviewed during eligibility determination.
