Restricts all appropriations from Indiana's Financial Responsibility and Opportunity Growth Fund exclusively to the Child Care and Development Fund voucher program and On My Way Pre-K programmatic funding

Repeals previously authorized uses of the fund for Department of Correction facility operations, Medicaid assistance through FSSA, and Department of Child Services family and children fund appropriations

Requires agencies that already received distributions for the repealed purposes to return those funds to the state comptroller for reallocation to child care programs

Takes effect retroactively to July 1, 2025 and expires July 1, 2027, covering the current state budget biennium

Declared an emergency measure, allowing immediate implementation upon passage
