Defines "independent activity" for children without parental supervision to include traveling on foot, by bicycle, or public transportation; playing outdoors; remaining at home; and remaining in a stationary vehicle

Prohibits classifying a child as "in need of services" solely for engaging in independent activities, unless the parent is so reckless as to endanger the child's health or safety given the child's maturity, condition, and ability

Creates a legal defense to neglect charges when the accused person reasonably believed an independent activity was not dangerous

Amends both the Indiana family law code (IC 31) and criminal code (IC 35) to incorporate these protections

Takes effect July 1, 2026
