Authorizes one new inland casino license for Allen County, DeKalb County, or Steuben County in northeast Indiana, increasing total owner's licenses from 10 to 11, contingent on voter approval via a public question on the 2026 general election ballot.

Requires applicants to commit to investing at least $500 million in casino and nongaming amenities (60% within 2 years of license award, remainder within 5 years of opening), with applications due by December 1, 2026 and final commission decisions by April 15, 2027.

Imposes a $150 million licensing fee payable in five annual installments ($100 million to state general fund, $50 million to a new shuttered riverboat fund for communities affected by casino closures), plus a $50 million transfer fee if ownership is sold within 10 years.

Limits gambling games at the new casino to 1,500 and sets a supplemental wagering tax rate of 3.5% of adjusted gross receipts, with tax revenue distributed 45% to the host city, 45% to the host county, and 10% to the northeast Indiana regional development authority.

Reduces maximum satellite facility licenses from 4 to 3 and removes the exception allowing permit holders licensed for gambling games under IC 4-35 to retain pre-2007 satellite facility licenses.
