Establishes minimum standards for installation and maintenance of communications and utility service facilities in public rights-of-way, including requirements that aerial cables be properly secured overhead, abandoned cables be removed, and underground conduit be properly fastened to poles

Defines "line pollution violation" as noncompliance with facility standards or the presence of damaged, abandoned, loose, or improperly secured facilities in a public right-of-way

Authorizes counties and municipalities to impose fines up to $500 per day per violation, with a maximum total fine of $2,500 per uncured violation

Requires permittees to secure and barricade damaged structures, conduit, or vertical equipment within 14 days of receiving notice, and mandates that facilities include contact information for the responsible permittee

Preserves local government authority to impose stricter standards than the state minimums and requires compliance with Indiana's underground utility facilities statute for any drilling, trenching, boring, or excavation work
