Expands Indiana's Deceptive Consumer Sales Act to cover products and services provided to state agencies and local agencies (counties, townships, cities, towns, municipal corporations, special taxing districts), in addition to existing coverage for law enforcement agencies

Defines "state agency" broadly to include all state government bodies created under law, including bodies corporate and politic, but excludes state educational institutions

Defines "local agency" to include all political subdivision bodies such as boards, commissions, departments, and offices, but excludes school corporations and charter schools

Restricts enforcement authority: only the Attorney General may bring actions involving state agencies, while local agency cases must be handled by an attorney acting on behalf of that local agency unless the local government requests Attorney General involvement

Courts may issue injunctions, order repayment of unlawfully received money to aggrieved parties, and require suppliers to pay investigation and prosecution costs in cases involving state or local agency transactions
