Indiana State Police Department must allocate $2,500,000 from an existing $18,000,000 forensic laboratory appropriation (HEA 1001-2025) to process rape kits and eliminate the backlog of untested kits

Permitted uses for the funds include purchasing processing equipment (including robots), hiring staff, providing competitive wages, and paying costs to streamline rape kit processing

State Police Department may issue grants to law enforcement agencies and testing labs, including its own crime lab, to help eliminate the untested rape kit backlog

State Police Department must submit an electronic report to the General Assembly by October 1, 2027, detailing the backlog status and how funds were used

Effective July 1, 2026, with the provisions expiring December 31, 2027
