Prohibits "prohibited persons" (citizens, residents, or entities controlled by China, Iran, North Korea, Russia, or other designated foreign adversaries) from acquiring real property, mineral rights, or water rights in Indiana after June 30, 2026, with residential leases under 24 months exempted.

Requires state and local government contracts for technology products/services (information systems, surveillance, LIDAR, AI) entered after June 30, 2026 to include contractor certification that they are not prohibited persons or not acting as agents of foreign adversaries.

Mandates state educational institutions conduct foreign influence and research security reviews before admitting foreign students from adversary nations into qualifying STEM programs (engineering, AI, computer science, microbiology, virology) beginning August 15, 2026.

Requires foreign students in qualifying programs to attest they have not and will not accept financial support from foreign adversaries, and must immediately disclose any contact with agents of foreign adversaries or changes to family affiliations with adversary governments.

Authorizes the attorney general to investigate violations and force divestiture of real property through receivership proceedings, with violators subject to a 10% civil penalty of market value and forfeiture of excess sale proceeds to the state general fund.
