Indiana Economic Development Corporation (IEDC) must designate 15 distinct economic development regions by September 1, 2026, with each region consisting of one or more whole counties

A regional economic development commission is established for each region, with membership drawn from existing development authority governing bodies or appointed by county executives and city executives (for cities with population of at least 5,000)

Each commission must develop a strategic comprehensive economic development plan including regional assets, industry clusters, workforce strategies, infrastructure needs, and measurable 5-year and 10-year targets for per capita income, population, employment, and credential attainment

Commissions must designate or establish a primary administrative entity to carry out the development plan, manage regional resources, and serve as the primary contact point with IEDC

IEDC will develop an allocation method for distributing tax credits, state incentives, and grants among the 15 regions and may conduct periodic compliance reviews and audits of each commission
