Prohibits the Indiana Economic Development Corporation, the state, state instrumentalities, public authorities, and their negotiating agents from entering economic development agreements containing confidentiality provisions after June 30, 2026

Covers agreements involving tax incentives, payments in lieu of taxes, tax abatements, bonds, notes, loans, grants, rebates, and other economic development incentives

Bans contract language that prevents parties from disclosing, discussing, describing, or commenting on agreement terms

Effective July 1, 2026, and applies only to agreements entered into after June 30, 2026

Amends Indiana Code IC 5-28-5-17 by adding a new section on transparency requirements
