Creates a state bullying ombudsman position within the Indiana Department of Education, appointed by the secretary of education, to receive complaints from parents about unresolved bullying or physical assault incidents and serve as a neutral liaison between families and schools

Requires each school corporation to establish a bullying oversight committee composed of at least 3 volunteer employees per school (excluding administrators) to review parent complaints when school administration allegedly failed to investigate or adequately resolve bullying incidents

Mandates committees complete investigations within 30 calendar days and provide findings to the governing body, superintendent, principal, and parents of both the targeted student and alleged perpetrator

Allows parents to request a hearing before the school corporation's governing body within 15 days of receiving the committee's report, with the governing body required to issue a written determination within 15 days of the hearing

Grants parents of targeted students and alleged perpetrators the right to view video evidence related to bullying incidents and prohibits retaliation against anyone participating in good faith in the complaint process
