IN HB1109

Establishes the Hoosier Homeless Veteran Initiative to provide temporary shelter for unmarried homeless veterans who have served at least 6 months in the U.S. armed forces or National Guard, administered by the Indiana Department of Veterans' Affairs

Requires homeless shelters with at least 25 beds to reserve 1 bed per 25 beds for homeless veterans

Participating shelters receive state grants and must provide food, housing, and services for up to 2 years or until the veteran qualifies for HUD-VASH housing vouchers

Veterans cannot be required to pass drug or alcohol tests for initial placement, but must submit to regular testing afterward and meet ongoing requirements including 10 hours weekly of work or volunteering, Medicaid enrollment within 6 weeks, and participation in rehabilitative services

Veterans who fail to comply with program requirements become ineligible to reapply for 1 year; quarterly reporting to the department begins October 1, 2026, with an effective date of July 1, 2026
