Utilities (electric, gas, water, wastewater) are prohibited from charging reconnection fees to restore terminated service to customers

Electric and gas utilities cannot terminate residential service between June 21 and September 23 for households with persons 65+ years old or 16 years old or younger; existing winter shutoff protections (December 1 - March 15) remain for those receiving home energy assistance

Electric and gas utilities must conduct monthly reviews to identify new residential customers age 62+ and mail them information about senior assistance programs (energy assistance, shutoff protection, in-person assistance) by April 1 and October 1 each year

Public utilities must provide residential customers bill credits for electric service interruptions using a tiered hourly rate structure: $5 for the first hour, increasing to $25/hour after 72 hours, plus additional credits of $100-$200 if 4 or more interruptions occurred in the preceding 12 months

Effective July 1, 2026; amends IC 8-1-2 and applies to public utilities, municipal utilities, not-for-profit utilities, cooperatives, and regional/conservancy districts
