IN HB1131

Expands the definition of "esthetician" to include performing eyelash lifts and tinting, eyebrow lamination and tinting, and microneedling, effective July 1, 2026.

Defines "microneedling" as a cosmetic procedure using fine needles to create skin punctures at depths between 0.3 and 2 millimeters.

Removes the requirement that electrologist license applicants first hold a cosmetologist or esthetician license, effective July 1, 2027.

Establishes 600 hours of combined education and experience as the requirement for electrology training in a beauty culture school.

Requires the State Board of Cosmetology and Barber Examiners to amend rules by June 30, 2027 to allow electrology and esthetics services to be performed in the same room (though not simultaneously).
